Hyanes s3, Tyron s3, Expresso s2 everything frozen and atb reduced. If no will, Hyanes s2 atk spd break, Tyron s3, Expresso s2 then cycle back to extending the freeze/stun with Hyanes s3, Tyron s2 and keep them cc'd while cycling.

Strategy: Works on G1. Despair/destroy Chilling and an extremely tanky Jubelle. Keep provoking Vigor with Jubelle and make sure Liu Mei goes down first. All enemy fire will go towards Jubelle so make sure your Lulu is fast so that she keeps protecting/healing Jubelle. Once Liu Mei is down, go Vigor and GG.
